The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has charged a consultant at the National Hospital, Abuja, over allegations of issuing a forged medical report linked to former Kaduna State Governor Nasir El-Rufai’s bail application.
The anti-corruption agency accused the medical specialist of preparing and presenting a false medical report intended to support El-Rufai’s request for bail in a separate criminal case before the Kaduna State High Court.
Court documents filed by the ICPC allege that the report was deliberately prepared to mislead judicial authorities by portraying El-Rufai as requiring urgent medical intervention, despite claims that the document was not supported by official hospital records.
The defendant, Professor Bello Abubakar, is a consultant oncologist at the National Hospital, Abuja.
The ICPC filed a four-count charge against him on Friday.
The commission accused him of forging a medical report used in support of El-Rufai’s bail application.
According to the charge sheet, the document was titled “Medical Report and Expert Opinion for Urgent Medical Intervention.”
The report was dated June 10, 2026.

The commission alleged that Abubakar knowingly prepared the report despite its contents being false.
It also alleged that the report was presented before a Commissioner for Oaths in Kaduna State.
The document was later filed before the Kaduna State High Court.
The first charge accused the consultant of giving false information to mislead a public officer.
The offence is said to be contrary to Section 17(1)(c) of the Corrupt Practices and Other Related Offences Act, 2000.
The second charge alleged that the defendant abused his position as a consultant by issuing the report to confer an unfair advantage.
The ICPC also accused him of acting in violation of Section 19 of the same Act.
A third count alleged that Professor Abubakar acted together with Aliyu Bala to fabricate false information.
According to the commission, the report enabled Bala to swear to a further affidavit supporting El-Rufai’s bail application.
The offence was said to contravene Section 79 of the Penal Code.
The fourth charge alleged that the defendant dishonestly prepared a false document.
The ICPC claimed the report appeared to carry the authority of the National Hospital even though it allegedly lacked the institution’s approval.
Court filings indicate that the National Hospital’s Chief Medical Director, Professor Raji Mahmud, will testify during the trial.
The ICPC said the CMD would tell the court that the report was allegedly issued without conducting the required medical examination and without hospital authorisation.
The commission also said hospital management informed investigators that El-Rufai was not found in the hospital’s electronic medical records after multiple searches.
According to the filing, the hospital also stated that management became aware of the report only after it was presented by ICPC investigators.
In his statement, Professor Abubakar maintained that El-Rufai had been his patient for years and insisted that several consultations were not formally documented.
El-Rufai is facing multiple corruption-related prosecutions filed by the ICPC. He has denied all allegations, pleaded not guilty in the pending cases and maintains that the charges against him are politically motivated.
