Chelsea have been fined £10 million by the English Football Association after admitting to 74 breaches of FA regulations following an investigation into financial and agent-related matters according to The Athletic.
The breaches, which occurred between 2009 and 2022, primarily between the 2010-11 and 2015-16 seasons during Roman Abramovich’s ownership, involved agent regulations, intermediary rules and third-party investment in players.
An independent Regulatory Commission initially imposed a suspended six-point deduction alongside the £10 million fine. However, Chelsea successfully appealed the sanction, with an independent Appeal Board replacing it with a suspended two-transfer-window transfer ban until June 30, 2027.
In a statement, the FA confirmed that Chelsea admitted all 74 breaches before the hearing and added that investigations into potential individual misconduct arising from the case are still ongoing.
Responding to the decision, Chelsea said:
“Chelsea Football Club is pleased to confirm that a final decision has been reached by The FA’s judicial bodies in relation to historical regulatory matters that were self-reported by the club.” The club added: “In 2022, the club self-reported potential historical rule breaches to all applicable regulators. Following that report, it has worked openly and transparently with all regulators, including voluntarily and proactively disclosing many thousands of documents.”
Chelsea also said the conclusion of the FA process means “this brings all regulatory proceedings against the club to a close.”
The latest sanction comes after UEFA fined Chelsea €10 million (£8.6 million at the time) in 2023 over related offences, taking the club’s total financial penalties for the historical breaches to more than £18 million.
